APBiomed: Opportunities in China’s Healthcare Stimulus

In November 2008 China announced a RMB4 trillion fiscal stimulus plan. While the healthcare sector received only a small share of the initial funding (under which health, culture and education got 4%), it has since received additional stimulus funding of RMB850 billion. This spending is designed to help China restructure what has been an underinvested sector, and will include construction of 2,000 township hospitals and 5,000 clinics. It will also aid the longer-term process of rebalancing the economy by providing greater public services and releasing savings into the market. As a result there is high-level policy support. The sector will also benefit from a share of an additional RMB62.8 billion to support new technology in 2009 and 2010, including support for new drug development, the treatment of major infectious diseases such as HIV/AIDS and viral hepatitis, and development of the biotech industry. Further plans for the sector are expected to be announced on Q3 2009 (with additional long-term planning likely to occur in 2012). The seminar will outline emerging opportunities in the Chinese healthcare market, resulting from the stimulus spending, and will also introduce the support services available from UK Trade & Investment and the China-Britain Business Council.

Jeremy Gordon
Jeremy has focused on China business issues for the past 15 years, half of them based in the region. In addition to holding directorships with companies operating in the UK and China, he has developed and managed highly regarded China-focused consulting firms in Hong Kong and the UK, and has acted as an advisor and resource for some of the leading international industrial and service firms in the market. He has worked as a contractor with UKTI since 2007, originally providing strategic advice to UK mid corporate companies. He is currently a UKTI Business Specialist, working on the Fiscal Stimulus Initiative in mainland China and Hong Kong Originally in Hong Kong as an officer on a placement with the British Army, Jeremy went on to gain trade, investment and consulting experience working in Taiwan and Hong Kong. Initially involved in sales of chemicals and industrial machinery from Hong Kong, he has since provided a wide range of research, strategy, risk management and support services to companies facing the challenges of market entry or expansion in China and its distinct regional markets. After completing a Short Service Limited Commission with the Gurkhas, Jeremy studied law at Newcastle University before moving to Taiwan. He has since completed executive management and strategy courses at Harvard Business School. In addition to his business interests, Jeremy has been a Committee Member of a leading China-focused business networking organisation in the UK, and a Trustee of China-focused charity that supports Chinese children. He has worked closely with UKTI and the China-Britain Business Council on China-related business issues.”

Chris Cotton
With a BA Honours degree in Chinese Studies, Chris started his career with a major UK shipping company in London.  He then moved to Hong Kong where he was based for six and a half years, working for the world’s leading B2B trade show organiser running events in mainland China covering a wide range of different sectors. After returning to the UK, Chris worked in a senior business development role for the examinations and qualifications division of the University of Cambridge where his responsibilities included building up the organisation’s business in China. Chris was appointed Regional Manager for the East of England for the China-Britain Business Council (CBBC) in 2005 and promoted to a Director of the organisation in 2007. During this time Chris has advised hundreds of companies from a wide variety of sectors on their plans to develop their business in mainland China.”

Ting Zhang
Ting Zhang has 19 years experience of international trade and investment in China, including running Chinese import and export companies and negotiating Sino-foreign joint ventures in southern China. Ting founded China Business Solutions in 2001 after a stint in the City, just before China entered into WTO, with a mission to help British companies achieve commercial success in China. Since then her clients have included FTSE100 corporates as well as small hi-tech companies, and she has been advising a number of regions in England and Europe on their China strategies. For the last three years Ting has also been helping some leading Chinese technology companies to access UK and European markets. In recent years Ting has led a number of Sino-Western market research and partner matchmaking projects in the healthcare and biotech sectors. One of her current projects is to find customers in China on behalf of a group of European CRO companies, through a research process that taps into a well-established network of contacts in the Chinese pharma industry. Ting holds an MBA degree from the Judge Business School, Cambridge University, and a BA degree from Shanghai International Studies University. She is a native Chinese, fluent in many Chinese dialects and has lived in the UK for 11 years.
