Background
Established on 1 July 1993, OFTA is the executive arm of the Telecommunications Authority, which is the statutory body responsible for regulating the telecommunications industry in Hong Kong. The main duties of OFTA cover economic and technical regulation of telecommunications services, enforcement of fair competition in the telecommunications sector and management of radio frequency spectrum.
Mr Au Man-Ho
Mr M H Au has been the Director-General of Telecommunications of the Government of the Hong Kong Special Administrative Region since August 2003. Before assuming this post, Mr Au was the Deputy Director-General of the Office of the Telecommunications Authority (OFTA). He was responsible for managing and coordinating the work of the four branches of OFTA, namely, the Regulatory Affairs Branch, the Competition Affairs Branch, the Operations Branch and the Support Branch.
Mr. Au joined the Telecommunications Branch of the Hong Kong Post Office in 1985 as Chief Telecommunications Engineer and became an Assistant Postmaster General in 1991. He was appointed an Assistant Director of OFTA upon its establishment in July 1993. In April 1997, he was appointed Senior Assistant Director (Regulatory), OFTA, in charge of the economic and technical regulation of all public telecommunications services. In his various capacities in the Post Office and OFTA, Mr. Au had played an active role in the development and implementation of the regulatory policies; legislation and ruling that shape the development of the telecommunications industry in Hong Kong.
Before joining the Post Office in 1985, Mr. Au had worked for the Civil Aviation Department in Hong Kong for 13 years and was responsible for the planning, implementation and maintenance supervision of aeronautical radars, navigational aids and communications systems. He has been a member of the Broadcasting Authority since September 2003.
Mr Au holds the degrees of Bachelor of Science in Electrical Engineering (University of Hong Kong), Bachelor of Laws (University of London), Master of Laws (University of Hong Kong) and Master of Finance (Curtin University of Technology). He is a Member of the Hong Kong Institution of Engineers and a Member of the Institution of Electrical Engineers in the United Kingdom.
